That follows his 00:14 UTC post that the Arbitrum Security Council froze about $30.5M from exploiter 0x3E2b…632d5 in tx 0xb69c…35355d6.

Binance itself gave a higher verified figure minutes earlier, around $3B frozen at 00:52 UTC, up from $2.54B at 23:22 UTC on Oct 29, saying teams keep working with law enforcement, issuers and partners and user funds are safe, per Binance and earlier.

The base was Tether freezing over 1.567B USDT plus Circle freezing about $823M USDC, about $2.38B combined, so the move to $2.83B to $3B reflects added freezes like Arbitrum's and other issuers and chains.
