France’s proposed stablecoin conversion tax and crypto exit tax would change how some crypto gains are taxed from 2027, but the reported measures have only cleared the National Assembly Finance Committee and are not yet law.
Stablecoin conversions
Amendment I-CF1826, adopted by the committee on October 7, would remove tax deferral when an individual French tax resident exchanges cryptoassets for a MiCA-defined e-money token or related rights. That could make the gain taxable on conversion, including a crypto-to-stablecoin swap without a bank withdrawal. Separate rules apply to professional profits. The proposal says it would apply from January 1, 2027, if enacted; the reports do not state a tax rate. Committee amendment reporting · theKOLLAB’s summary
Exit tax
Amendment I-CF1822, adopted October 8, would extend the existing exit-tax regime to cryptoassets for people who had been French tax residents for at least six of the preceding ten years and transfer their tax residence abroad. It covers a household’s crypto portfolio worth more than €800,000 on departure, including assets held directly, through a service provider, or in self-custody. The proposed taxable amount is the departure-date portfolio value less acquisition cost. The draft also provides for declarations and existing regime mechanisms such as deferral or relief; it proposes application to departures from January 1, 2027. Committee amendment reporting
Legislative status
Both were adopted in committee as amendments to the first reading of the 2027 finance bill. Reporting said the bill would be debated by the full Assembly from October 13, 2026, but the available sources do not establish whether either amendment was subsequently re-tabled, adopted, changed, or enacted. They therefore remain proposals in the confirmed record, not current law. FinanceFeeds report
