US Treasury has proposed draft outbound-investment rules that would restrict American investment in sensitive tech in designated foreign countries.
WatcherGuru reported the proposal covers AI and semiconductors, while Coin Bureau reported the covered countries as China, Russia, Iran, North Korea and Cuba, with a mix of outright bans and notice requirements for chips, quantum, supercomputing, hypersonics and biotech.
That account also reported publicly traded shares would be exempt, deals under $50,000 would skip the notice rule, and comments are open until December 7.
Sen. Jim Banks called it draft restrictions cutting off US investment in the Chinese SI sector with new biotech restrictions, linking the Treasury COINS Act fact sheet, urged making the rules permanent, and said he had urged the administration to take the step earlier this year.
The proposal is a draft, not a final ban.
