USDC’s significant e-money token status means Circle Internet Financial Europe SAS will face direct EBA oversight of key financial safeguards from 12 November 2026, while ACPR remains its national supervisor for other areas. It does not itself mean USDC is being banned or that Circle’s EU operations are moving to the EBA. EBA announcement
From that date, the EBA takes supervisory responsibility for own funds, reserve assets, liquidity requirements, and recovery and redemption plans. ACPR retains responsibility for governance, qualifying holdings, fit-and-proper assessments, outsourcing, and conflicts of interest; the authorities will coordinate. The EBA says USDC is the first significant token among 45 EMTs notified under MiCA, and that it assesses significance annually. EBA announcement
Separately, ESMA says MiCA-authorised crypto-asset service providers should cease services to EU clients involving stablecoins that do not comply with MiCA. That is a provider-facing expectation concerning non-compliant tokens, including the reported USDT example, not a consequence of USDC’s significant classification. ESMA post
The sources do not specify the numerical thresholds USDC met or further operational changes Circle must make.
