Vitalik Buterin said he is okay with Kimi 3.1 deliberately leaving top-end offensive cyber capabilities out of training data, in a post on Oct 26.
He wrote that discriminating against use cases is "MUCH less bad" than discriminating against users, and that the world needs time to prepare, harden systems, check old code and formally verify new code before very powerful AI cyberattacks arrive.
He warned that if this first wave of AI risk is mishandled, it could bring highly locked down models, KYC gating, intrusive surveillance, and tiered model access by credentials and nationality.
Cointelegraph summarized it the same way: backing the exclusion and warning about locked-down, KYC-gated access.
