HSP-029 would lower NEAR’s maximum annual issuance gradually, from 2.5% to 1.6% over 24 months, by about 3.75 basis points per month at each epoch. The proposal estimates this would avoid issuing about 11.8 million NEAR over two years and reduce gross staking yield from 5.268% to 3.372%, assuming the staked share stays constant; the 90/10 split between stakers and the treasury would remain unchanged. House of Stake proposal

House of Stake has approved it, but it has not taken effect. The remaining steps reported are a Security Council review, a 90-day grace period, and validator adoption of a protocol upgrade. I found no later source confirming that any of those steps has been completed.
